Flue gas emissions fully meet the current EU 2010 emission standards, but also far below the current situation in china. 重庆垃圾焚烧发电 日均4000吨生活垃圾变废为宝       (重庆晚报网 记者蒋海涛 9月24日15点15分讯)主城每天都会产生8500吨生活垃圾,这么多垃圾都去了哪里?今日,重庆市环境卫生管理局组织150名人大代表、政协委员、居民代表和部分中小学亲子家庭来到重庆丰盛垃圾焚烧发电厂,看生活垃圾如何变废为宝。   日均4000吨垃圾用于焚烧发电   据了解,重庆主城日均无害化处理垃圾8500吨,主城生活垃圾采取焚烧、卫生填埋和厌氧发酵三种方式。每天约有4000吨生活垃圾用于焚烧发电,占主城每日生活垃圾的五成左右。   重庆丰盛垃圾焚烧发电厂,于2012年6月在重庆巴南区建成投产,采用机械炉垃圾焚烧发电技术,每天可以处理生活垃圾2400吨,年处理规模达87.6万吨以上。每年上网电量约2.3亿度,可满足约20万户居民的用电需求,这也是目前我国西部地区建设规模最大的现代化焚烧发电项目。   1吨生活垃圾经过有效处理方式,可以产生350度左右的电量。主城日均约有4000吨生活垃圾用于焚烧发电,约有35万户居民用电来自垃圾焚烧发电。数据显示,丰盛垃圾焚烧发电厂建成投产4年以来,已累计处理垃圾350万吨,利用垃圾焚烧发电超过12亿度。   垃圾变废为宝 飞灰可作建筑材料   生活垃圾焚烧过程中,会不会污染环境? 丰盛垃圾焚烧发电厂工作人员介绍,垃圾通过全封闭垃圾车运进厂后,依次经过卸料、堆放、焚烧、烟气净化等过程,最终完成发电和无害化排放。垃圾焚烧发电有五道关口对各项排放指标进行严格控制,而这些数据也与环保局监测中心联网,同时在厂区大门屏幕显示,接受社会公众的监督。   在垃圾处理期间,每一个过程产生的衍生物都将得到利用,比如垃圾在储坑堆放过程中将滤出约20%的渗透液,在完全燃烧释放热量的同时,产生约15%的炉渣和3%的飞灰,在经过严格处理后,均能实现资源再循环利用。渗滤液经处理后可浇花、养鱼和冲洗路面,炉渣会用作生产建筑材料,飞灰则被固化填埋或用作生产建筑材料。   垃圾在储坑堆放时会产生大量气体,通过负压抽气的方式可以输送到焚烧炉来助燃。而焚烧产生的气体会经过旋转喷雾塔和布袋除尘器两道关口,期间通过喷洒石灰浆中和反应去除酸性气体,使用活性炭吸附二噁英和重金属,用除尘器过滤粉尘,最后再进行排放。烟气排放完全达到欧盟现行2010排放标准,也远远低于我国现行环保排放标准。   无害化处理垃圾人人有责   记者了解到,除了丰盛垃圾焚烧发电厂,我市还有同兴垃圾焚烧发电厂,日均处理垃圾约1500吨用于焚烧发电。此外,重庆江津百果园于2015年已开建设亚洲最大垃圾焚烧发电项目,建成日均处理垃圾约4500吨。到2019年前后,预计重庆市内85%以上的城市生活垃圾可以被减量化、无害化和资源化利用。   事实上,保障这些垃圾焚烧发电厂和重庆生活垃圾处理系统正常运行,与每一个市民都息息相关。根据《重庆市城市生活垃圾处置费征收管理办法》,我市从2004年开始实行生活垃圾处理收费制度,按照标准,每户居民的城市生活垃圾处理费,每月仅需交纳8元钱。但由于对生活垃圾处理费的认识不足,不少市民经常与小区的物业费、卫生清扫保洁费等混为一谈。   对此,市环卫局副局长陈健表示,“物业费是由各物业公司向住户收取用于小区公共环境的清扫保洁和设施维护等方面的支出;垃圾清扫保洁费是指保洁人员将垃圾从产生地清扫、收集并运送至垃圾转运站的服务行为所产生的费用;而垃圾处理费是指政府依法征收并用于将城市生活垃圾从市政垃圾转动设施运往垃圾处置场进行集中无害化处理所产生的费用。”无论谁产生的垃圾最终都要进行无害化处理的,所以,垃圾费的征收符合国家倡导的“谁产生,谁付费”的环保原则。 [ 编辑:何伟 ]免责声明:除来源署名为重庆晚报的稿件,其他所转载内容之原创性、真实性、完整性、及时性本站不作任何保证或承诺,请读者仅作参考并自行核实。相关的主题文章:
