“鬼城”鄂尔多斯楼市去库存放大招:出台“房票制” 政府部门公开竞标征收房源制作“房票”,拆迁户领取“房票”自主选房自由转让 “房票制”助力鄂尔多斯楼市去库存 《工人日报》(2016年09月30日04版)本报记者李玉波 在一度被称为“鬼城”的内蒙古鄂尔多斯,房价从单价一度破万元到眼下的“冷清”,不过五六年光景。近日,《工人日报》记者了解到,为解决楼市去库存过程中存在的诸多问题,鄂尔多斯在一系列政策“组合拳”中祭出了新招数——“房票”。 “房票”让市民不再“望楼兴叹” 居住在鄂尔多斯东胜区林荫路的陈胜龙已经62岁,他在街道社区的老屋里已经住了20多年。房子年久失修,每到夏天进入雨季,常常是“外面下大雨,屋里下小雨”。多年来,陈胜龙一直希望能买套楼房,改善居住条件。但在鄂尔多斯前些年繁荣的房地产面前,陈胜龙只能“望楼兴叹”。 从2006年起,在煤炭产业带来的资金支撑下,鄂尔多斯房地产业开始爆发,房价在一年内从每平方米1500元飙涨至5000至6000元。最为“疯狂”时,市内只要有楼盘开盘,立即就被抢光。在2011年泡沫破灭前,鄂尔多斯的房价均价已经达到了每平方米1.3万元左右,有的地区甚至突破每平方米2万元。 而如今随着楼市泡沫的破裂,记者了解到,截至今年6月,东胜区建成、在建项目库存未售面积已达1286万平方米,其中仅住宅未售面积就达607万平方米、3.39万套。 库存重压下,当地把拆迁安置纳入到楼市去库存中,推出了“房票”制度。房票全称叫鄂尔多斯市东胜区房屋兑换凭证,发放对象是以征收房屋为主的拆迁户;地票则是土地兑换凭证,发放对象是以征收土地(宅基地)为主的拆迁户。这两个“票”成为陈胜龙购买新房的有价凭证。 “房票”制推出后,陈胜龙立即到社区进行了登记。今年6月30日,陈胜龙将自家150平方米的旧平房兑换成了189平方米的房票。之后,他用房票在鄂尔多斯两个不同楼盘里分别置换了两套新房。如今,陈胜龙即将住进新房。 票面价值仅为房价高点的零头 记者了解到,鄂尔多斯推出的“房票”从1平方米到100平方米不等,共有7种面额。每张房票都标有平方米数、地段类型、每平方米单价、兑付截止日期等主要信息。其中,票面分类价值最低的“三类地段”折算后房屋价格为每平方米3822元,仅为鄂尔多斯房价高点的零头。 今年年初,为了顺利推行房票制,鄂尔多斯市东胜区成立了专门的房屋与土地兑换凭证管理结算中心,负责东胜区房屋兑换凭证(房票)和土地兑换凭证(地票)的发行、兑换、转让备案、结算和注销等工作。 “过去,我们进行棚户区改造,采用的方式多为原址回迁+货币补偿。在实践过程中,我们发现原址回迁不涉及市场上的存量房,跟去库存更是搭不上边。货币补偿也不能保证所有的现金补偿都会流向存量楼市。”鄂尔多斯市东胜区房屋与土地兑换凭证管理结算中心(以下简称结算中心)副主任边飞说,房票制的推出,不但提高了拆迁速度,对盘活存量住房市场的效果也十分显著。 截至目前,结算中心接到有意拆迁的登记数为国有土地上平房5200套、危旧楼房481套;城中村集体土地上房屋2800套。已经发放房票总值1.2亿元,其中120套价值6000余万元的房屋已经完成兑付。 开发商为“房票”叫好 记者了解到,“房票”推出后,许多市民购买面积更大、地段更好的改善性住房需求得到了满足。按照“房票”制度,房票不足时,市民可选择用现金直接弥补差价,也可以购买房票。房票交易由买卖双方自愿,可多次转让,政府不干涉。 采访中,记者发现,根据《东胜区房屋“产权共有”实施办法》,拆迁户在没有结清房屋剩余面积房款时,可以选择按揭、出租、担保等模式先行入住。但是,该房屋产权归拆迁户和政府共有。这类“产权共有”的房屋,差额部分面积不得超过兑换房屋面积的30%。 市民李军就准备利用这个政策给自己置办一套新房。他看上了一套100平方米的房子。李军告诉记者,他现在手上有40平方米的房票,准备再以七五折的价格购买30平方米的房票。有了这70平方米的房票后,他就可以向政府申请利息较低的专项贷款,分期按揭。 “老百姓用房票兑换了房子后,我们会拿房票去找政府兑现。政府每年都会根据房价、小区位置以及项目完成程度等多项指标,面向社会公开竞标收购房源。入选房源最后敲定的房价,充分参考当前的市场价。去年政府通过公开采购向我们购买的房源,目前除去5%的质保金外,已经全部结清房款了。今年,我们公司再次中标了80多套房子……这可为我们这些房地产企业去库存帮了大忙。”内蒙古万正房地产开发有限公司负责人王锐在接受记者采访时说。相关的主题文章:
